Announcement from Peter Donnelly, PHO President and CEO

Dear Colleagues,

PHO is committed to providing you with high quality programs and services to support your work, and to keeping you informed. We have made changes to our organizational structure to enable us to successfully achieve our mandate, support implementation of our strategic directions, and operate more effectively.

The revised organizational structure is posted on our website.

Most of your current relationships and points of contact with PHO will remain the same, including in Environmental and Occupational Health, the Public Health Ontario Laboratories, and Health Promotion, Chronic Disease and Injury Prevention.

Some changes will be implemented in the following areas:

Infectious Diseases

Dr. Natasha Crowcroft will assume a new research leadership role as Chief, Applied Immunization Research, to strengthen our current success in this area, working with a team of scientists and external collaborators.

Direct scientific and technical support for communicable diseases will be provided through a new integrated function called Communicable Diseases, Emergency Preparedness and Response. Led by Dr. Brian Schwartz, this function will better align our ability to prepare, respond to and support our clients and partners. Brian’s team includes:

  • Lisa Fortuna, Director, Communicable Diseases, Emergency Preparedness and Response
  • Dr. Shelley Deeks, Medical Director, Immunization and Vaccine-Preventable Diseases; and
  • Dr. Doug Sider, Medical Director, Communicable Diseases Prevention and Control.


Reporting to me, as President and CEO, the research function will include Natasha Crowcroft and John McLaughlin, who will continue in his current position as Chief Science Officer and assume responsibility for Research and Ethics Services.

Knowledge Services

Anne Simard will assume the role of Chief, Knowledge Services, providing focused leadership to our strategic directions focussed on accelerating population health monitoring, data visualization and enabling policy, program and practice action.  Cathy Mallove will report to Anne as the Director, Knowledge Exchange and Communications, integrating a number of functions currently in the Communications and Knowledge Services departments. A new informatics department is being created, comprised of our Analytic, Surveillance and Website and Multimedia Services.

Office of the President and External Relations

The Office of the President will assist me in carrying out my executive responsibilities, including support to the PHO Board of Directors and liaison with key external partners. Scott MacEachern will continue as our General Counsel and Corporate Secretary.  Public Affairs functions will be incorporated within my office to a Director, President’s Office and External Relations (recruitment underway). 


Donna Marafioti will assume an interim role as Vice-President, Laboratories and Human Resources to provide focused executive leadership to the laboratories. Mike Mendaglio, Chief Laboratory Operations Officer and Vanessa Allen, Chief, Medical Microbiology, will continue in their current positions, reporting to Donna.

Corporate Services

Chief Financial Officer Stephen D’Arcy will assume an additional interim role as Chief Administrative Officer responsible for Finance, Information Management and Information Technology, Procurement, Planning and Performance and Facilities. Donna Marafioti will continue to be responsible for Human Resources and will also continue as PHOs lead on accountability related matters.
