PHU Experiences and Lessons Learned from the COVID-19 Outbreak Response in Shelters Across Ontario – Session 3: Isolation Strategies

This is the third session of a four-part series of interactive learning exchanges focused on the shelter outbreak response to COVID-19.

Congregate Living Settings (CLS), including shelters, are at a higher risk of COVID-19 transmission. Shelters are often crowded and serve transient populations, posing challenges in implementing public health measures such as physical distancing, isolation, testing and immunization that are important in preventing COVID-19 outbreaks. The COVID-19 pandemic has also exposed the unique challenges faced by shelters in responding to COVID-19 outbreaks, underscoring the need for innovative prevention and management strategies.

This session will focus on testing strategies and will include speakers from Peterborough Public Health and Waterloo Public Health.

As part of the series, PHO is collaborating with six public health units (Toronto, Hamilton, Sudbury, Waterloo, Peterborough and Thunder Bay) to facilitate a discussion about their local experience, key strategies, and lessons learned in managing COVID-19 outbreaks in shelters.

By the end of this session, participants will be able to:

  1.  Describe experiences, challenges, and opportunities in COVID-19 shelter outbreak response efforts, specifically related to isolation strategies; and
  2. Discuss isolation strategies used by local public health units for preventing and responding to COVID-19 shelter outbreaks.

Julie Ingram, BSc, BASc, CPHI(C) Manager, Environmental Health, Peterborough Public Health

Julie Ingram is the Manager of Environmental Health with Peterborough Public Health. She has been with Peterborough since 2010, as a Public Health Inspector, making the shift to management in 2019. During the COVID-19 pandemic, Julie’s assignment was in the operations division, with a blend of COVID-19 enforcement, case and contact management, and supporting social services and local shelters.

Alexa Caturay, MD, MPH, CFPC, FRCPC, Associate Medical Officer of Health, Congregate Settings Team, Toronto Public Health; Adjunct Professor, Queen's University

Dr. Alexa Caturay is an Associate Medical Officer of Health for Toronto Public Health specializing with the Congregate Settings Team. She focuses on supporting COVID-19 response, case and outbreak management, vaccination efforts, and recovery in shelters, group homes, correctional facilities, mental health and addictions facilities, and post-secondary institutions. She also works with a youth-focused mental health agency outside her public health role. She holds an Adjunct Professor appointment with Queen's University and is the Course Director for the undergraduate medicine public health program.

Jessie Johal, RN, BScN, MPH, Waterloo Public Health

Jessie Johal is the Acting Director, Infectious Diseases, Sexual Health and Harm Reduction, COVID-19 Response at Region of Waterloo Public Health & Emergency Services.
