PHO Webinar: Project STEPP (Skills Training and Education for Public Health Professionals): Findings from a Public Health Workforce Training

Project STEPP (Skills, Training and Education for Public Health Professionals) was designed to identify workforce development priorities across Ontario’s public health system. As part of this initiative, people leaders from public health organizations were surveyed to identify the current and emerging training and education needs of their teams, preferred learning modalities, and areas requiring additional capacity building.

Findings highlighted priority competency areas, including healthy public policy development, population health assessment, communication, health equity, and surveillance. The survey also identified opportunities to strengthen workforce development through responsive, accessible, and practice-informed learning supports.

This webinar will present the survey approach, key findings, and implications for workforce planning, educational programming, and capacity building. Participants will learn how training needs assessment data can be used to inform the development of targeted learning opportunities and support a skilled, resilient, and future-ready public health workforce.

Intended audience: Medical Officers of Health (MOHs), Associate Medical Officers of Health (AMOHs), people leaders, managers, directors, supervisors, organizational development professionals, workforce planning leads, education specialists, and other public health professionals involved in workforce development, training, and capacity-building activities across Ontario's public health system.

By the end of this session, participants will be able to:

  • Describe key public health workforce training and education needs identified by people leaders across Ontario.
  • Recognize priority competency areas for workforce development, including healthy public policy development, population health assessment, communication, health equity, and surveillance.
  • Explain how workforce training needs assessment findings can support workforce planning and professional development decisions.
  • Identify opportunities to apply Project STEPP findings to inform learning, capacity-building, and workforce development initiatives within their organizations.

Présentateur(s): Victoria Babysheva, Nicole Visschedyk, Linh Nguyen, Dr. Alexander Summers

Victoria Babysheva, MHE, CE, is an Evaluation Specialist at Public Health Ontario, a position she has held since May 2024. Victoria is a Credentialed Evaluator (CE) and earned a Master of Health Evaluation from the University of Waterloo. She is currently pursuing a PhD in Public Health Sciences at the University of Waterloo. Her work and research focus on healthcare and public health workforce education, training, and capacity building, with a particular interest in strengthening workforce development through evaluation, research, and knowledge translation.

Nicole Visschedyk is the Director of Capacity Building & Indigenous Engagement at Public Health Ontario (PHO). She oversees PHO’s education and professional development programs, including The Ontario Public Health Convention and other PHO events, student development and placement programs, and initiatives that support workforce development and strengthen public health capacity across Ontario. Nicole also provides strategic leadership for PHO’s Indigenous engagement and capacity-building initiatives. She leads the development of PHO’s first Indigenous Strategy and works across the organization to advance meaningful engagement with First Nations, Inuit and Métis communities.

Linh Nguyen, RN, BScN, is a Registered Nurse with 25 years of experience at Toronto Public Health. Throughout her public health career, she has been dedicated to supporting and serving vulnerable populations. Linh has held a variety of roles, including Public Health Nurse, Health Promotion Specialist, Supervisor, and currently serves as the Education Coordinator. Her work reflects a strong commitment to workforce development, learning, and capacity building within public health.

Dr. Alexander Summers, MD, MPH, CCFP, FRCPC, is the Medical Officer of Health for the Middlesex-London Health Unit, a position held since March 2022. Dr. Summers holds a Bachelor of Science from Queens University, a Doctor of Medicine from Queens University and a Master of Public Health from Harvard University. He completed his residency in public health and preventive medicine at the University of Toronto.
